Github bot to close stale issue

Hello ,
As of writing this , there are 955 open issues on facebook/create-react-app. I am no expert at react or JS/TS but I browsed thought first 3 pages to help out where I can and found numerous issues that are either answered or the issue is rather people trying to learn react asking project specific question and not issue with the CRA itself. Even if the issues are answered , they are not closed.

These kind of issues clutter the issue section and obscure some of the genuine bug reports or issues related to the repo.
Thus I feel a need for github bot to close stale issues and redirect the Q&A type to appropriate place.
