As a PLATFORM ADMIN I want to be able to provide users access to ONLY a specific chosen Admin Panel function. I would like to be able to eg:

Give "Admin Panel" permission
The user can low login to Admin Panel, but has nothing available in their menu
Give permission to edit a single Page
The user now has the "Pages" menu, which contains only the permissioned Page
