add panqec codes and decoders

This PR aims to introduce panqec python call following the guidance in QuantumSavory/QuantumClifford.jl#14 (comment)! There are a lot of fancy 2D, 3D surface and colors codes and their decoders, so created panqeccodes, panqecdecoders, etc.

• The code is properly formatted and commented.
• Substantial new functionality is documented within the docs.
• All new functionality is tested.
• All of the automated tests on github pass.
• We recently started enforcing formatting checks. If formatting issues are reported in the new code you have written, please correct them.
